The Zambia Water Supply and Sanitation Services in Growth Centres Program for Results, is a World Bank funded program aimed at providing Water Supply and Sanitation Services in Growth Centres. It aims to improve water sector accountability and strengthen the operational efficiency of selected water supply and sanitation commercial utilities. The Program has two Result Area (RAs) namely:

RA 1: Sector Governance Reforms. The RA1 focuses on enhancing CUs’ governance by improving MWDS accountability and compliance with best practices in their oversight and supporting role. This includes, among others, (a) defining, adopting, disclosing, and applying a set of performance-based criteria for annual and timely budget support to commercial WSS utilities; (b) compliance with the respective CUs Amended Articles of Association, specifically paragraphs 63, 64, 65, and 66 relating to nomination and appointment of directors, composition of the board, appointments to the board, and the tenure of appointments, respectively; and (c) compliance with the NWASCO Guidelines on Corporate Governance and Benchmarking Handbook.

RA 2: Service Performance Improvements focuses on supporting implementation of measures identified in the ZIP; CU strategic plans; and Technical, Organizational, and Commercial Inefficiencies (I-TOC) analysis, to enhance operational systems and efficiencies and will include, among others, (a) preparation and implementation of Performance Improvement Action Plans (PIAPs); (b) upgrading of the billing system and customer feedback mechanism, digitalizing processes, and monitoring and maintenance systems; (c) improvement of metering along the water supply chain to ensure accurate, timely and complete data collection and application, reduce losses, and strengthen revenue collection while optimizing the CUs’ costs and achieving positive OCCR; and (d) increase in access to at least basic water supply and revenue and customer base for the selected CUs.
